The master's thesis examines how internal communication influences the formation of a positive organizational culture in the education sector and what decisions organizations can make in order to purposefully improve communication processes. The theoretical part analyzes vertical, horizontal, formal, and informal forms of communication and their relationship to communication quality and cultural expression in an organization. The paper emphasizes that communication quality is one of the most important factors determining employee trust, engagement, and community spirit. The empirical study was conducted by combining a quantitative employee survey and an analysis of the content of the organization's communication channels. Statistical results revealed that vertical communication from top to bottom has the greatest impact on communication quality, and communication quality acts as an intermediate mechanism through which forms of communication influence organizational culture. It was also found that horizontal communication strengthens cooperation between employees, while informal communication can both contribute to a sense of community and cause uncertainty about information. Based on the results obtained, a decision-making model was developed to help educational organizations identify priority areas of communication and select specific interventions: improving management communication, developing feedback systems, strengthening departmental cooperation, and creating a more transparent information policy. The model can be used for continuous monitoring of the state of communication and for planning activities to strengthen the culture. The theoretical value of the work is revealed by integrating the links between communication quality and culture, and in practical terms, by providing recommendations to educational organizations.
