Viešojo administravimo įtakos nekilnojamojo turto statybos procesui tyrimas

Baigiamojo magistro darbo tikslas - atlikus teorinius ir praktinius viešojo administravimo tyrimus nekilnojamojo turto statybos atžvilgiu, suformuluoti pagrindines išvadas ir pasiūlyti efektyvios viešojo administravimo struktūros įgyvendinimo priemones statybos versle ir atskiruose procesuose. Viešasis administravimas statybos versle yra tyrinėjamas rinkos ekonomikos specialistų, viešųjų institucijų tarnautojų ir pačių verslininkų - statybininkų, tačiau šį tema nėra tiek ištyrinėta, kad būtų išvengta problemų ir klaidų, priimant vienokius arba kitokius sprendimus. Baigiamajame magistro darbe tiriami viešųjų administratorių statybos versle vykdomos veiklos principai bei jų efektyvumas ir taikomos teisinės - normatyvinės sistemos pagrįstumas, analizuojama Lietuvos ir kitų ES šalių statybos verslo padėtis. Atlikus apklausą išsiaiškinama ir atitinkamai įvertinama statybos verslo bendruomenės nuomonė apie viešojo administravimo funkcionavimą statybos versle. Darbe pateikiami statybos leidimo išdavimo ir statinio pripažinimo tinkamu naudoti modeliai. Darbo pabaigoje pateikiamos išvados, į kurias atsižvelgiant, parengiamos rekomendacijos, kaip kurti statybos verslo plėtrai tinkamą aplinką bei vykdyti stabilią ir tokį verslą palaikančia politiką. Darbas sudarytas iš trijų pagrindinių dalių. Darbo apimtis - 70 p. teksto be priedų, 16 paveikslų, 3 lentelės, 76 bibliografiniai šaltiniai. Atskirai pridedami darbo priedai.
The main objective of master's thesis is to make the theoretical and practical research on public administration in point of the real estate, then to formulize the main conclusions and to offer the implements of effective structure of public administration in construction business and separate processes. The public administration in the construction business has been researching by market economy specialists, public institution officers and by businessmen - builders themselves, however, this theme has not been investigated insomuch that to avoid problems and mistakes, when making the decisions. There have been exploring the work fundamental of public administration in the construction business and their effectiveness in the master's thesis. Also there have been exploring the validity of juridical-normative system and have been analyzing the position of Lithuanian and other Europe Union countries construction business. Carried out the survey there has been explaining and summing up the opinion of construction business community about public administration functioning in construction business. There have been introduced the application for permission for construction and models of exploitable building acceptance. At the end of the master's thesis there have been introduced the conclusions considering that there have been formulated the recommendations how to create the proper ambience for construction business development and how to pursue a stable policy for such a business. The master's thesis consists of three parts. The volume of the work is seventy pages of text without appendixes, sixteen images, three tables, seventy six bibliographical sources. Also there have been added the work's appendixes.
