Aim of the Master Thesis: to identify contradictions in the energy sector by developing a methodology to assess the sustainability of heat supply technologies and the impact of policy measures.Key issues and results: Policies in the energy sector can be implemented through a variety of political and economic instruments, but it is not always clear which policies are being pursued and which instruments are particularly effective and efficient. It is therefore necessary to identify contradictions in energy policy in timely manner. The study analyzes the sustainability of individual and district heating technologies and thus attempts to answer the controversial question of which technological solutions are more sustainable and which indicators determine this. The second part of the study refers to the ex-ante evaluation of the National Energy and Climate Plan and analyses the impact of the measures in Annex 4 and the consistency with the European Green Deal climate targets for 2030.The Master Thesis consists of:1) Analytical part - literature review of contradictions in energy policy. 2) Research part - Contradictions in energy sector are evaluated in two ways:1. a complex sustainability index is used to assess and compare the sustainability of heat supply technologies. 2. assesment of the impact of the measures mentioned in Latvian National Energy and Climate Plan using TOPSIS analysis and composite sustainability index. 3. Results - evaluation of the obtained results, development of recommendations for policymakers. References of Master Thesis: The bibliographic list of the Master Thesis includes sources of 61 literature. Volume of the Master Thesis: The Thesis consists of 3 sections and 92 pages. The thesis includes 20 tables, 27 figures and 7 appendix. The Master Thesis is written in English.
