Transporto priemonių vidutinio greičio Lietuvos automobilių keliuose tyrimas
Tinkamas greitis - viena svarbiausių saugaus vairavimo sąlygų. Greičio viršijimas yra vienas dažniausių Kelių eismo taisyklių pažeidimų ir viena svarbiausių eismo įvykių priežasčių, kasmet Lietuvos keliuose nusinešanti šimtus gyvybių. Su saugaus eismo ir didelio avaringumo problemomis Lietuvos keliuose susiduriama jau seniai. Sparčiai kintanti šalies transporto sistema, dinamiškas automobilių skaičiaus didėjimas ir pervežimo poreikio kitimas sąlygoja eismo intensyvumo augimą, o kartu ir avaringumo padidėjimo tikimybę šalies keliuose, todėl eismo saugumo problema Lietuvoje tapo dar aktualesnė. Dauguma eismo saugumo problemas analizuojančių autorių nurodo, jog žmogus - blogiausiai veikianti sistemos „eismo dalyvis-transporto priemonė-kelias” grandis, t. y. dėl žmogaus veiksmų įvyksta daugiausia eismo įvykių. Svarbiausias eismo saugumo specialisto uždavinys yra nustatyti eismo įvykių priežastis ir jį įtakojančius veiksnius bei priimti tinkamus sprendimus siekiant sumažinti eismo įvykių skaičių ir galimas pasekmes. Priimtų sprendimų pagrindinis tikslas - saugų eismą veikiančių veiksnių indentifikavimas ir juos atitinkančių eismo saugumo gerinimo priemonių diegimas avaringuose ruožuose. Avaringuose ruožuose įdiegtos eismo saugumo gerinimo priemonės sumažina eismo įvykių skaičių. Magistriniame darbe analizuojama esama situacija Lietuvos automobilių keliuose ir naujai įdiegta vidutinio greičio matavimo sistema. Įvertinta kokį poveikį, inžinerinės eismo saugumo priemonės, daro eismo dalyviui - automobilio vairuotojui.
The appropriate speed is one of the most important safe driving conditions. Yet, exceeding the speed limit is highly common road traffic violation and one of the key reasons for traffic accidents that causes the loss of hundreds of lives every year on the Lithuanian roads. Poor traffic safety record and large-scale accidents on the Lithuanian roads have been taking place for a long time. The rapidly changing national transport system, the dynamic increase in the number of vehicles and the change in the transportation demand pattern result in the growth of traffic intensity as well as the likelihood of an increase in accidents on the country roads. Consequently, the traffic safety issue in Lithuania has become critical. The majority of researchers who investigate traffic safety issues propose that a human driver is the weakest element of the "road user-vehicle-road" system. This is because the most frequent road accidents occur due to human error. The core responsibility of the traffic safety specialist is to identify the causes of the traffic accidents and the factors affecting it as well as to make the right decisions to reduce the number of traffic accidents and likely consequences. The key objectives of the solutions adopted by the traffic safety specialist are the identification of factors resulting in safe traffic and the implementation of corresponding traffic safety improvement measures in the high-risk road sections. Traffic safety measures implemented in the high-risk road sections are found to reduce traffic accidents. This master's thesis investigates the current situation of Lithuanian roads as well as recently introduced system for measuring average speed. Further, the paper evaluates the impact of road safety measures on the road user - the vehicle driver.
