Magistrinio darbo tikslas - išanalizuoti Žirmūnų rajono, Vilniuje, socialinės infrastruktūros evoliucijos proceso eigą 2000-2008 m. laikotarpiu. Siekiant šio tikslo, darbe apžvelgti esminiai pokyčiai rajone 2000-2008 m - kultūros, susisiekimo, rekreacijos sistemų, rajono apželdinimo, renovacijos, naujų statybų, verslo bei komercinių patalpų plėtra. Atlikta rajono gyventojų apklausa ir natūriniai stebėjimai. Rajono raida palyginta su analogiškų darinių vystymo praktika užsienyje. Apibendrinus rezultatus, įvertintas kaitos aplinkai ir seniūnijos bendruomenei poveikis. Pokyčių procesai vizualiai pavaizduoti brėžiniuose, naudojantis GIS programos techninėmis galimybėmis. Išnagrinėjus Žirmūnų rajono socialinės infrastruktūros pokyčius, išryškintos prioritetinės problemos, kurias sukėlė rajone vykstanti socialinės infrastruktūros sistemos kaita. Remiantis tuo, darbe parengti konkretūs sprendiniai, siekiant pagerinti socialinės infrastruktūros paslaugų rajone dislokacijos efektyvumą ir rajono plėtros valdymą, į šį procesą plačiau įtraukiant rajono gyventojus, privačius investuotojus, miesto savivaldybę ir institucijas atsakingas už socialinės infrastruktūros paslaugų teikimą bei kokybę.
The aim of the Master's paper - to analyze the course of social infrastructure evolution process in Zirmunai district, Vilnius, in 2000-20008. In order to achieve this aim the paper overlooks the essential changes in the district in 2000-2008 - development of culture, communications, recreation system, greening of the district, renovation, new constructions, business and of commercial premises. Survey on the residents of the district and field observations were carried out. Development of the district was compared with a practice of development of analogous constructs abroad. Having generalized the results, an impact of the change on the surrounding and on the community of the eldership was assessed. The process of the change is visually presented by using technical abilities of GIS program. Having analyzed the changes of social infrastructure in Zirmunai district, the priority problems caused by the change of social infrastructure system in which takes place in the district were highlighted. On this basis the paper provides specific solutions in order to improve efficiency of dislocation of social infrastructure services in the district and the management of the district's development by including more widely the residents of the district, private investors, the city's municipality and institutions responsible for provision of social infrastructure services.
