Viešojo architektūrinio projekto ekonominė analizė ir vertinimas
Baigiamajame magistro darbe nagrinėjama investicinių projektų, skirtų Europos Sąjungos struktūrinei paramai gauti, sudarymo metodika, specifika ir reikalavimai viešojo sektoriaus pavyzdžiu. Tyrimo objektas - viešieji architektūriniai investiciniai projektai. Iškeltas tikslas - sukurti ir įvertinti viešąjį investicinį projektą bei padaryti jo ekonominę analizę. Teorinėje darbo dalyje pateikiamos Europos Sąjungos Struktūrinių fondų programos ir prioritetai, viešųjų investicinių projektų specifika ir ekonominė išlaidų naudos analizės metodika. Tiriamojoje dalyje aprašomas projektas, sudarytas biudžetas ir nustatytas aptarnaujančio personalo poreikis. Taip pat yra atliekamas investicinio projekto vertinimas išlaidų ir naudos aspektu, numatomi turistų srautai ir bilietų kainos pagal ankstesnius metus, prognozuojamas penkiolikos metų laikotarpis po projekto įvykdymo pabaigos. Taip pat atlikta jautrumo analizė, taikant optimistinio, realaus ir pesimistinio scenarijaus metodus. Darbą sudaro trys dalys: investiciniai projektai, skirti Europos Sąjungos Struktūrinei paramai gauti, projekto aprašymas, projekto įgyvendinimo analizė ir vertinimas. Darbo pabaigoje patiekiamos išvados ir pasiūlymai.Darbo apimtis - 70 puslapių teksto be priedų, 3 paveikslai, 14 lentelių, 41 informacijos šaltinis. Atskirai pridedami darbo priedai.
The present thesis is devoted to the analysis of drafting techniques, particularities and specifications of the investment projects asking for co-financing under EU Structural Funds, following the example of public sector. The focus of the study is public architectural investment projects. The purpose of the research was drafting and assessment of the investment project including its economic analysis. The theoretic part of the thesis deals with programs and priorities of the EU Structural Funds, particularities of public investment projects as well as the economic cost benefit analysis technique. The second part describes the research project, the budget has been drafted and the demand of the staff has been estimated. It also includes the economic cost benefit analysis of the investment project, intended number of tourists and ticket prices, based on previous records, as well as the forecast for the 15 year period after the accomplishment of the project. The sensitivity has been analysed under three different economic scenarios: optimistic, realistic and pessimistic. The present thesis includes three major parts: investment projects asking for co-financing under EU Structural Funds, description of the project as well as the analysis and assessment of the project implementation. The final part of the thesis carries out the conclusions and suggestions. The present thesis consists of 70 pages excluding annexes, 3 pictures, 14 tables and 41 bibliographical entry. Annexes are included.
