Three factors impact a city's strength - its political/administrative power, its economy, and its cultural offerings. These factors can ruin a city and cause it to flounder or can cause it to rise to the status of a metropolis. The divisibility of a plot of land within a city's territory, as well as the type of ownership, are important because they are closely linked to political/administrative power. The size of a plot may seem insignificant taken at face value; however, plot size is an underlying element in the formation of the city's physical image and the perception of its structure [...].
