The few empirical studies have not reached consensus on a well-formalized process of new services development - in fact, they have often led to contradictory results. The author of this article have already conclude, that the better result of implanting of new service wood be, when the process of implanting of new services is well-formalized. At the conclusion there was suggested the new model of new services development in this article. Author estimated Barras theory of innovation in services, that explain about necessity of continuous innovation for success of services companies. New model of implanting of new services consist of six stages. Every stage has an assigments for better organizing of implementing of innovation service. Following this model, the evolution in services will be the reverse, because the incrementalphase of process innovation will befollowed by radical phases of process innovation,then of product innovation, the respective purposes of which are improving theefficiency of the service, improving its quality,and conceiving a new service. The empirical assessment of this reversal of the life cycle is the core of Barras' theory of innovation in services. For the creating of new model were used other models of development of new services, which were considered in all its aspects.
