Only constant development, novelty searching, selection and realisation can define the improvement of separate companies and society. This process must be managed. The mechanism of economical quantitative estimate is compulsory for effective process planing of technology change and management This mechanism should vivify Lithuanian economy and precipitate full value economical, social and other integration to the world systems.
