Abstract (en)
The article covers critical evaluation of human recourse strategy development, the different attitudes are compared and the most appropriate method is applied. The author presents methodically motivated suggestions for development of human recourses system of the state institutions. The article identifies the role and importance of human recourses in the context of public administration reform, analyses the problems of human recourses training according to the levels of hierarchical governance, the strategy goals and priorities of human recourses system of state institutions are presented in the article as well.
