This article raises the question if the nationality is ontological or cultural problem, that is to say, either the nationality is the sphere of necessity or of freedom. The article has been analysing the principles of formation of nation and nationality, has been indicating the contradictions of the use of concepts In conclusion in evolution of culture the nations and nationality more and more has been moving from the sphere of nature, that is to say, of necessity to the sphere of the culture, that is to say, of freedom.
