Nowadays people can not imagine their life without informational technologies and telecommucations, whitch give opportunity to improve efficiency of government and business sector's services. The development of internet services is very important for business and for every person. It creates new workspaces, changes marka and competition conditions. Electronic services are more fexible and competitive, so they supported by government and private capital. The main problems, which suppress internet services development are not enough access points of internet, not enough developed electronic services and low level people competence to use electronic services. It is important to solve thiese problems as soon as possible.
