Increasing attention is paid to the formation of town environment in Lithuania. Considerable role is performed by means of passenger transport, namely buses and taxis, in the town environment, where intensive and various kinds of activities of an individual are being accomplished. Means of transport perform not only transportation functions of passengers, but also participate in the formation of the town image. The research work performed by the author in Vilnius, Kaunas and Šiauliai reveal that at present the design of the passengers' transportation means is not complex and in many cases even chaotic and unaesthetic. Especially this is evidently seen in the design of visual information on automobiles, namely taxis and express taxis. Unsatisfactory are advertisments on buses which partially cover the bus windows and visual information. Besides, there are no state laws regulating this kind of activities in the country. Thus, seeking to eliminate this negative tendency, the Ministry of Transport ordered the Design Institute to prepare unified regulations for the whole country on the design of road transport means of passengers. The authors of the project are: Dr.Habil. Konstantinas Jakovlevas-Mateckis, head of architecture and environmental sector of the Design Institute, professor of the Urban Engineering Department of the Vilnius Gediminas Technical University architect designer Elena Bitinienė and architect Marija Jakienė. These regulations have been confirmed by the decree of the Minister of Transport and are compulsory to all transporters, local administrations of towns and districts. The regulations present principles and methods, as well as detailed examples of designs of local (town and suburb) and long distance buses, international buses and automobiles - taxis and express taxis. According to the authors‘ concept, the design of all road transport means of passengers is being solved in a uniform style. Nevertheless, every transporter has a possibility to put in the firm sign, logotype as well as information on the transporter into these compulsory regulations, thus emphasizing the face of the firm. With the aim of identifying the means of transport according to their type, different colours are used in designing them; blue for visual information for local and long distance buses, red - for international buses, yellow - for automobiles, namely taxis and express taxis. The stylistic uniformity of the transport means design is emphasized not only by the same colour, or range of colours, but by using unified composition, print, sign and symbol set, uniform recognition plafons and the same materials and constructions in all the elements of visual information. The design regulations also foresee specially signed places for advertisements on buses. Such economically, functionally and aestheltically based design of passenger road means of transport will contribute to the formation of orderly and unforgetable town image.
