determining the efficiency of the activity. Identification of the factors influencing efficiency of the activity serves the establishment of the vision for the system. After formation of an ideal status, it is oriented to managerial activity and an ideal is set. A multi-stage system of objectives is formed for its realisation and it can be described as a structured unit of data that accumulates the collected, systemised and assessed strategic information. The general aim is divided into lower objectives and tasks in order to create a system of means necessary for the achievement of objectives and assignments and to place it in time and space. After this stage a corporate statement, i.e. mission is formulated. It reflects the obligations of all institutions and services for the intermediate goal at separate levels. The statement of mission completes the first stage of strategy development. The implementation of the strategy requires more time and effort than its preparation. The implementation phase determines complex tasks for a purposeful managerial activity and long-term perspective. The article states that neither public administration development strategy nor means for its implementation create necessary conditions for establishment of appropriate preconditions in public administration sector. Therefore it is suggested creating a methodically based human resources system, thus, creating appropriate conditions for the development of public administration and increase in civil service efficiency.
