Competition between state regulation and academic freedom can be noticed in many countries but in post-Soviet countries it has specific features. Autonomy of universities is becoming stronger. Nevertheless some regulation of study programmes is necessary for students, employers, founding institutions, and quality assesssors. It is imposible to have a clear image of any higher education system (desirable according to the Bologna Declaration) without some regulation. Subject benchmarking is a good instrument of the moderate regulation of study programmes at a stae or even at an international level. [...].
