The land market system consists of economic, juridical, social, political, planning and psychological factors’ connection. The aspiration of Lithuania to become a member of the European Union makes it necessary to balance the contact of the mentioned factors, the land market will become active at the same time. Therefore, an expert and connoisseur of real estate should be prepared for it in a moral methodical sense, even today. One of main factors influencing the land value is the State planning system. This system makes it obligatory to divide land plots which arc in the market according to the quality of land use into stages reflecting the purpose change: it is a range from agricultural destination to land suitable for building. This division of plots in accordance with land use quality factors is well founded, as the price of land changes in respect of existence or absence of mentioned factors. When planning the territory, developing of towns and settlements quality stages of land use become constituents of the process “Change of Land Purpose from agricultural to building”: 1. Agricultural land plots only with this destination. 2. Special agricultural land plots suitable both for agricultural and any other activity, e, g.: rest, yard, hobby... 3. Agricultural land plots used in conformity with their destination, however, perspective territory plans allow to change a goal of the main land use sometime in the future. 4. Issued permissions to change the agricultural land plot purpose and to erect buildings: 4.1. organization of land exploitation has put everything in order and issued permits for buildings; 4.2. networks/lines of communication have been laid. An evaluation of land plots, when their purpose is developing as described above, shall be performed by one of the methods: 1) Method of a direct comparison. The object to be evaluated shall have comparative objects selected from the same stage of developing. 2) Method of a deductive/proving comparison. In this case one may choose objects from other constituents of purpose developing for the comparison with the object to be estimated. The quality characteristics (in a digital from) of the land plot purpose development shall be evaluated through units of measurement. The process stage 4.2. which includes all parts of land plot purpose change obtains the best importance of quality criterion which is equal to 1, or 100%. Other stages of the process have relative values after fixing of each stage expenses, yearly inflation (%), duration of process and an average increase of land value.
