The fractional transport phenomena on the basis of non-Markovian random walks in the case of fractional medium are presented. Changes in laminar flow velocity distribution and the capacity of a round cylindrical pipe when a laminar flow of petroleum passes through a porous filter layer are found. A multifractional kinetic equation with a non-constant order of derivatives, which generalizes the Fokker-Planck equation is introduced. As a consequence, we obtain the multifractional Navier-Stockes and the multifractional diffusion-wave evolution equations.
