This article is a short review of standpoints of Monetarism and Keynesianism theories and measures which influence of balance of payments and exchange rate. The advocates of Monetarism statė that should not be a controlled interference in the market, because this phenomenon stops the demand-supply mechanism.The advocates of Keynesianism maintain that there is a need for government institution which can regulate rates of exchange. However it is difficult to say which theory corresponds best to overchanging economic situation. Some scientists think and practise shows that is most useful to combine the models of Monetarism and Keynesianism together. In conlusion it might be said that each adjustable measure of balance of payments as a free interference to the market influence the exchange rate.
