Statsitical techniques using a graphical display that simultaneously describes several important features of a data set, such as center and spread, has been applied to statistical data from 2002/03 that measures Information Society achievements in the 15 EU Member States and 10 Newly Associated States (NAS). This allows the results of any country of interest to be localized in the context of the enlarged expressing a digital inclusion of the NAS numerically has been developed in this paper, giving a clear picture of eEurope at a glance and enabling the indentification of topics and areas where the NAS were dramatically behind the EU or where they had readliness and potential to reach the level of advanced EU countires.
