For the analysis of city municipalities' management structure, its formation and reorganisation, it is expedient to apply a situational conception of organisation theory. In order to describe the structure of management, structural extents may be ascertained by organisation theory. While establishing the whole complex of external factors, the extents of city function peculiarites must be evaluated, as well the factors of organisation theory.
