The development of intellectual potential of the society is an effective means of increasing the efficiency of civil service. The study presents the methodically based strategy of public servants qualification development as one of the factors consolidating the Lithuanian public service development as well as the efficiency of the society's intellectual potential. The main provisions of qualification development strategies are described and the prepared implementation model of qualification development is offered.
