Abstract (en)

The article describes public service development in Lithuania and Russia, defines its similarities and differences. Public service development is presented as a result of its compliance with EU stardards. The authors of the article highlight that Lithuanian public service is sufficiently prepared for European integration processes, and preparatory works have been proceeding gradually and purposefully for more than nine years. During this period EU Member States implemented various assistance programmes for the accession to the EU in the field of strengthening of administrative and special capacities. [...].
