Quality factor on personnel quality governing has two main criterias. The first is quality strategy layout in the beginning of technology process. The second is quality control in the end technology process. The governing of quality is work to keep constant movement direction of energy and material in structure. Personnel as material and instrument on technological process have psychological characteristics of quality: trustworthiness, reliability, suitability, professional skill, creative activities, intellectual and labour productivity level, standard of culture. Exert influence on personnel quality is possible with high efficiency, if quality managers are psychological cultivated.
