Personal experience of development of Lithuanian Road Maintenance and Development Program (RMDP) for 2001 - 2015 with appropriate legal documents and later on practical implementation of the Program, allowed understanding of the essence of Strategic Road Planning. Further activities as Highway Adviser to the Minister of the Ministry of Regional Development and Public Works of Bulgaria gave opportunity to compare the road management and network planning systems, evaluate benefits and shortages and to prepare experience-based recommendations. The experience of implementation of Lithuanian Road Maintenance and Development Program (RMDP) for 2001 - 2015 and comparison with road planning process in Bulgaria will be presented. The mission statement, vision and strategic and operational objectives of National Road Administrations will be analysed. Performance indicators for evaluation of effectiveness of performance of each Administration will be compared and evaluated. The results will be compared with conclusions and recommendations presented in numerous of reports prepared under the Wold Bank initiative.
