Abstract (en)

Highway building specialists show sufficient attention to the decisions of management to attain the highest quality. In most cases attentoin given to important principles of TQM is insufficient. Departure from the recommended values were especially high in such cases as: rendering of some functions and respomsibility from the top level to the lower level (-13), group influence on individual (team work) (-11) and looking at the experiences of the other highway organizations (-9)[3].
