The opportunities of comprehensive evaluation and financing of transport business projects

Abstract

The paper aims to provide the substantiation of business projects relating to transport infrastructure and to suggest methods of their complex evaluation and sources of financing. Possibilities of allocating state resources to project implementation in the framework of the State Support Programme are also investigated. The investments intended for business projects in transport can be effective only if the impact of the particular project realization on the society and state economy is determined. Conflits can arise when all inhabitants pay for implementation of investment project, while only some of them has benefit. Since the supporters for business projects are usualy much better organized than the people who will cover the expenses when the projects are realized, for some political reasons, projects, requiring more expenses from the society than the profit they can give, are often accepted and implemented. Therefore, substantiation of projects based on their comprehensiive evaluation can help to achieve more effective allocation of the state funds and to defend public interests.
