The Law on Research and Higher Education (1991) and Qualitative regulations of Higher Education (1993) are the legislative basis for quality assurance in Lithuanian higher education. The Centre for Quality Assessment in Higher Education was established in 1995 as a national agency, and it is central to the achievement of quality assessment, a process which entails: a regular self-assessment of institutions and programmes; external peer review, sometimes including foreign experts; and the publication of assessment reports.
