For the last two hundred years, neoclassical economics has recognized as the most important two factors of production labour and capital. This is now changing, because information and knowledge are replacing capital and energy as the primary wealth-creating assests. We are now an information society in a knowledge economy where knowledge management is essential. That is why there is a growing need for business informative systems. The article presents the development of regional business risk management systems.
