In this article the railway passenger stream investigation methods are surveyed. The author presents passenger streams and passenger interrogation investigating methods prepared by him and approved since 1994 by actual researches. During deregulation of the state company “Lietuvos geležinkeliai” (“Railways of Lithuania”) its management will be decentralized and therefore independent railway enterprises operating under free market conditions will be established. As carriage of passengers is unprofitable at present and it is mainly sponsored by the profit gain from carriage of freight, the newly established independent passenger carnage enterprises will lose this source of income and will not be able to proceed their normal operations. So it is immediately necessary to sell the local passenger carriage service concluding a commercial agreement between the new service providers and the state. Besides, it is necessary to analyze all the routes of local lines including all trips within routes and to ascertain demand of local lines within the territory of Lithuania. Then the competition should be announced and agreements with winners should be made to serve certain routes. The carrier (it should be “Lietuvos geležinkeliai” [‘Railways of Lithuania’] at the first stage) would be obligated to carry passengers by established routes and trips corresponded with the size of trains. This service at some extent should be sponsored by the state.
