Įsigaliojus ES Direktyvai 2019/883 „Dėl uosto priėmimo įrenginių, į kuriuos bus pristatomos laivų atliekos“ uostai turi iš naujo įvertinti jų įrenginių tinkamumą. Tyrime analizuojama Klaipėdos uoste esančių atliekų surinkimo technologiniai įrenginiai, įplaukiančių laivų ir priduotų atliekų kiekiai per 2017-2020 m. Tyrimo rezultatai parodo, kad surinktų atliekų kiekiai priklauso nuo atplaukiančių laivų skaičiaus, tačiau vertinant atliekų kiekį pagal laivų tipus nustatyta, kad Klaipėdos uoste šia paslauga dažniau naudojasi Ro-Ro keltai ir sausakrūviai laivai.
EU Member States are continuously encouraged to take appropriate measures, in line with the legal instruments of the European Parliament and the Council, to reduce pollution from ships (Argüello, 2020, Spadaro et al., 2021). There have also been important amendments to the MARPOL Convention and its Annexes over the last two decades, introducing stricter standards and prohibitions on the discharge of ship waste at sea (MARPOL, EU 2019/883). EU Directive 2019/883 identifies several factors as contributing to this situation: ports do not always have adequate port reception facilities, enforcement is often inadequate, and there is a lack of incentives to deliver waste ashore (EU 2019/883, 2019). In this study, we have chosen to analyse the technologies and the waste reception process of the ship-side waste reception facilities in your port of Klaipėda and to assess the port indicators that determine the suitability of these technologies. The object of the study is the technological process of shipgenerated waste collection in Klaipėda State Seaport. The purpose of the research is to assess the environment of the technological process for the collection of ship-generated waste in the Klaipeda State Seaport. Objectives of the study: to describe the ship-generated waste collection technologies in the seaports; to analyse the shipgenerated waste collection technological facilities in the Klaipeda State Seaport; to analyse the indicators of the Klaipėda State Seaport that influence the technological process of ship-generated waste collection. Methods and main authors. The website of a licensed waste collection operator was also visited. This search identified a number of parameters defining the current situation of waste collection services in the Port of Klaipėda. Using correlation analysis, the influence of cargo flow, type of vessels, number of arrivals on the volume of waste collected was calculated. Outstanding studies in this field were carried out by M.A. Andreas and co-authors analysing trends in waste reception in Spanish commercial ports (Andreas et al., 2020), the studies carried out by G. Argüello (2020) and I. Spadaro and co-authors (2021) on the changes in European seaports following the entry into force of the new EU Directive and the Green Ports policy (Argüello, 2020, Spadaro et al., 2021). The results of the research show that the volumes of waste collected are dependent on the number of incoming ships (port calls), but when looking at the volumes of waste by type of ship, it was found that the service is more frequently used by Ro-Ro ferries and dry bulk carriers.
