Freight transport is considered an important condition for successful economies. Consequently, the central issues that will be explored in this article are how and to what extent governments can affect the cost of freight transport services. The focus is on those dimensions of freight transport that may affect shippers' costs, i.e. carrier rates, transit time, and delivery reliability.
