Modelling of the assessment of the investment projects on urban transport infrasrtucture and communication systems

Abstract

The methodology of the assessment of the investment projects is devoted to design and construction of infrastructure objects of suburban roads. The processes of evaluation and justification of these projects in the sphere of urban transport and communication are very complicated and do not follow the common methodology because of the effects of a variety of factors and changing economic environment. The author‘s study provided the opportunity to develop a new methodological approach to evaluation and justification of the projects on development of urban transport infrastructure; to analyze and relate the factors of infrastructure planning and design. According to experience of socioeconomic justification and evaluation of the projects which are applied in the Republic of Lithuania and which are prepared for the EU financial support, the procedures of preparation of ex-ante studies and project monitoring, also technical regulations, as well as the development of urban structural activities and socio-economic and transport and communication systems is formed. Thanks to it, the methodology of the course and procedures of the projects is systematized, including the missing links; the methodology suitable for urban transport infrastructure is developed.
