Introduction of the high-speed tram in Vilnius and Klaipeda is a quality step, without which development of an effective integrated public transport system and coordination of urban structures and transport system, reduction of pollution, increase in traffic safety would be impossible. The system of the new public transport in the big towns of Lithuania should cover a modern, high-speed tram. In close future the density of tramlines will not be high and will not iterate the existing network of trolley-bus and bus routes. It is a high probability that during a certain period the only tramline will not make revolution in passenger transportation market. It is hardly possible that functioning of the line will stimulate a large number of people not to use their cars. This category of people could be replenished only by those who live and work within the area served by the tram and whose trips are not related to giving a lift to family members to work, school, etc. outside the tram area. The aim of the tram in Vilnius and Klaipeda is similar – it should change the quality of the public communication and to stabilise its role. Conditions (theoretical and practical) of tramline functioning, forecasted 10 and more years ago, have changed: the increased level of motorisation, high saturation of the street network, property differentiation of people, competition in transportation market. Potential for investment into this system has also changed.
