Quality of roads as well as density of road network in Lithuania is lower than in the West European countries. About 50% of roads in Lithuania are gravel roads. Measurements being carried out within the period of 1993 - 1994 showed that quality of gravel roads does not meet the requirements of the level of service for which they were designed. In some regions only 7 ... 30% of roads are without defects. One group of defects (roughtness, pot - holes, loss of superelevation) could be eliminated by improving road maintenance activities. To eliminate other types af deteriorations (repair of drainage system or improvement of geometrical parameters) requires great financial expenditures. Besides this, road structure strenghtening, paving and increasing of the road technical class becomes possible only after the elimination of all deteriorations.
