The author of the presented paper aims at bringing forward an overview of the theoretical aspects of the sector of high technology development. International theories of high technology development, such as the Triple Helix Model or the Knowledge System Model, and systematic models of national development programs are analysed here, too. In addition, the author’s overview of a variety of implementation of the suggested models in the Baltic States is performed in the paper. Theoretical framework for the measurement of high technology development in different Baltic countries is also discussed here. The author’s suggestion to investigate processes of high technology development in Lithuania, Latvia and Estonia, based on three main factors: total investment, labor productivity, expenditure on research and development – is raised. As a result, the author foresees some guidelines for comparative analysis of high technology development in the Baltic States.
