Šiuo metu urbanistinis reglamentavimas Lietuvoje remiasi „vidiniais" psichologiniais procesais, neverifikuojamais teoriniais modeliais, kurie pagristi „stebėtojiška" semantine metakalba. Tokia metakalba išreikštas „pasaulio modelis" neužtikrina reikiamo požiūrio nei į naujai išryškėjusias aplinkybes, nei į vietovės istorinę atmintį. Be to, pasižymi dogmatiškumu, nes tokia metakalba išreikšti teiginiai yra sustingę, jie nepadeda projektuotojui reaguoti į projektavimo aplinkybių pokyčius. Turi būti parengti tokie vietovės ypatybių aprašymai, kurie leistų kuriančiojo subjekto sąmonėje atsirandantiems vaizdiniams susisieti su vietovės kultūrinę atmintį fiksuojančiais vaizdiniais, reprezentuojančiais vietovės tapsmą. Tokie aprašymai pagrįsti atodairos semantine metakalba. Juose svarbiausią vaidmenį atlieka metakalbiniai vienetai, analogiški šifteriams kalbotyroje. Tik tada aprašymas gali atlikti sprendimo orientavimo funkciją, tik tada gali esmingai pakeisti suvokimą, atlikti „nežinomų dėsnių pavaduotojo" funkciją.
Semantic metalanguages of two types serving as a basis for an internal interpretation of architectural and urban texts (i.e. interpretation during the process of creation of these texts) might have specific outcomes in the ethical and ecological terms. Today the urban regulations in Lithuania (as well as an internal interpretation of architectural texts) is based on a contextually closed semantic metalanguage (the so called abstract-relation based metalanguage). Focusing on the estimation of the possibilities for the openness of a locality's valuable urban features and their relation to the historical and contemporary contexts (including the personal creative attempts of an architect) in the perspective of the metalogic of actions, the author claims that the urban architectural regulations should be based on the contextually open semantic metalanguage, the so called actual-appellative metalanguage. Such an approach would add the subjective data to the territorial regulations which, no doubt, would open up the richness of the locality's transformation to be contemplated and later comprehended by the architects. An employment of the actual-appellative semantic metalanguage could ensure that the process of an internal interpretation of architectural texts would be carried out with a better understanding of the possible outcomes of the suggested project realization in terms of ethics and cultural ecology.
