Evaluation of tenders of construction-repairs contract

Abstract

In organizing competition of construction contract, customers meet with a problem: how to choose the best tender from those several presented when contracting organizations propose different prices and works completion terms. At present, the Public Purchase Law of the Republic of Lithuania is to be applied to contract competitions. The winner of the tender is considered to be the application: 1) that proposes the lowest price; 2) that is considered to be the most expedient according to the objective criterion indicated in the competition documents expressed in money or other quantitative valuations, In the second case the best application is to be determined subjectively, often by voting procedure. Our purpose is to propose the construction contractors selection methods based on the possibilities of the multi-criterion evaluation. Questioning of the expers was organized. Priorities of criteria were established.
