Abstract

In the context of implementation of innovations in urban modernization and building renovation the research of problems is important seeking sustainable development of nature, urban, social, economic structures. The certain provision of relevant coordination of actions and proceedings with rational duties and responsibilities distribution among institutions and public. The main task for the government is to find the ways how to manage the process by implementing the urban development policy as well as how to form the rational, transparent, decission making, financial and implementation control system. The long term comprehensive territorial planning at all levels becomes of main importance (90% of comprehensive plan of territories of municipalities have been approved presently). Assessing the present situation that problem courses is the surplus of planning but not the lack of plans, the establishment of legal system of territorial planning is directed to the decrease of the number of special plans and to the encrease of integrity of territorial planning documents that has to be related to the comprehensive plans of main importance at all levels of planning.
