Abstract

Investigations of transhipment base in the terminals showed that loading activities comprise many elements, which contribute to the provision of services and react to the parameters of external impacts; this would include those, characterizing the incoming flow of orders. The incoming flow, which needs to be processed in the loading base, consists of two components: cargo with their common transportation characteristics and types of transport units. Among them there exist corresponding relationships; these are characterised by a number of specific means of transport and volumes of work. There are two structures of the system: organisational and functional. The description of the organisational structure reveals the composition of the system. The composition of elements depends on the purpose of the description. After making the analysis of operations of various terminals, as well as interaction of separate means of transport, the following conclusions were made: The essential measures to decrease delays of the means of transport in transhipment operations have to be directed towards actual registration of inequality of cargo delivery to loading base as well as towards execution of loading-transloading operations. The efficiency of utilisation of resources could be increased by: 1. better organisation of transportation process, timely delivery of information; 2. utilisation of computers; 3. coordination of works in the terminals and among terminals. In order to implement the above, co-ordination centres should be established.
