All national government have multiple objectives in transport policy. The policy 'packages' which seek to secure these ends may be categorized as either 'planning'- or 'market' -oriented , the first concentrating on target setting and administrative regulation to secure the target outcomes and the latter concentrating on the creation of the appropriate conditions for the working of markets to achieve the objectives.[....].
