Abstract (en)

The most of researches predicate, thai the development of new services is always expedience. But the failures in the process of new services development make to think, that sometimes failures merge because of inapprecation of an expedience. There is offered the pattern of determining of an expedience of new services development in that article. The pattern offer to determine the efficiency of existent services and then to decided about new service development or to development existent services. Author think, that offered pattern can straight to determine the expedience.
