Magistro baigiamojo darbo tikslas - išsiaiškinti viešojo ir privataus sektorių partnerystės sampratą, privalumus, trūkumus bei kitas charakteristikas ir įvertinti partnerystės projekto naudą visoms viešojo ir privataus sektorių partnerystės pusėms. Pirmoje darbo dalyje teoriniu aspektu analizuojama viešojo ir privataus sektorių partnerystės samprata, formos, teigiami bei neigiami šios partnerystės bruožai. Antroje dalyje apžvelgiama esama situacija Lietuvoje ir užsienio šalyse, pateikiami partnerystės projektų pavyzdžiai, apibendrinami statistiniai duomenys apie projektų raidą bei išnagrinėjami teisiniai reglamentai. Trečioje dalyje apžvelgiama esama kelio Nr. A17 Panevėžio aplinkkelis situacija. Ketvirtoje dalyje atliekama Panevėžio aplinkkelio rekonstrukcijos ekonominė naudos - kaštų analizės panaudojant tradicinį viešojo pirkimo būdą bei viešojo ir privataus sektorių partnerystės būdą. Atlikus ekonominius skaičiavimus įvertinus gautus rezultatus atskleidžiama viešojo ir privataus sektorių partnerystės nauda bei šio projekto ir kitų kelių infrastruktūros projektų trūkumai. Darbe naudojamas mokslinės literatūros analizės metodas, teisinių aktų ir dokumentų analizė metodas, lyginamosios analizės metodas bei išlaidų analizės metodas.
Master's thesis is to find out the public -private partnership concept, advantages, disadvantages, and other characteristics of the project and assess the partnership benefits to all public and private partnerships sides. The first part examines the theoretical aspects of public -private partnership concept, shape, positive and negative features of this partnership. The second part provides an overview of the current situation in Lithuania and foreign countries presented examples of partnership projects, summarizes the statistics on the development of projects and dealt with the legal regulations. The third section provides an overview of the Panevežys bypass the current situation. The fourth part of the reconstruction is performed in Panevezys bypass economic benefit - cost analysis using the traditional method of procurement and public- private partnership method. Following an assessment of the economic calculation results revealed a public -private partnership benefits and disadvantages of the project and other road infrastructure projectsThe paper used the method of analysis of the scientific literature, legal regulations and document analysis method of comparative analysis method, and cost analysis.
